In our country, Peru, as well as in several Latin American countries, terrible vices have been installed in public management by officials, including citizens elected by the people, who come to power dragging procedural vices and bad habits that prevent good use of state resources. With the intention of generating spaces that prevent negative practices by officials, a difficult task has been undertaken, such as the culture of integrity in the organization of the various levels of public management: national, regional and local. We walk, still, very slowly despite the established norms.
This article aims to introduce us to some conceptual aspects of: the state, ethics, ethics and politics, corruption, integrity, anti-integrity practices. Finally formulate some conclusions and make recommendations. The work is arduous, complex and calls for little interest from the authorities. It is not difficult if there is a will to implement the measures that are already in place.
